Termocom urges local authorities to forbid hosing associations’ chairmen from collecting payments for heat

2007-01-29/11:33 “Termocom” JSC urges the Chisinau Municipal Council to forbid the chairmen of the Privatised Housing Owners’ Associations (PHOA) and Housing Equity Partnerships (HEP) from collecting payments for heat from residents. The manager of the heat supplier Dionisie Antocel stated at the City Hall’s sitting on Monday, January 29, that the heat bills must be paid directly at the banks and post offices.

In his words, the enterprise has already forwarded to the Prosecutor’s Office 17 criminal cases involving chairmen of associations and chief accountants that collect payments for heat from residents. According to the quoted source, the litigations were initiated because the money collected for heat did not reach “Termocom”, while the residents were not issued the respective receipts.

Antocel also requested to set up a working group within the City Hall that would draw up a legislative initiative to amend the Law on privatisation of dwelling fund, so that the PHOA chairmen would be subordinated to local authorities. At present, they are not subjected to inspections and there is a “real anarchy” in the housing associations.

At the same time, Antocel has doubts about the legality of the positions the present chairmen of associations hold. All the chairmen are frauds because they forged their documents, says Antocel, claiming that it is almost impossible for an association, which has 38 blocks under its management, to summon a general assembly of the residents in order to appoint a chairman.

The manager of “Termocom” is also unsatisfied with the fact that the City Hall continues to allow construction works to take place above the heating pipes. As he claims, there are over 300 facilities in the municipality built on the pipes at present, while the enterprise is in legal conflicts with the same number of individuals and entities. Antocel says that the persons working or residing in these buildings will be in peril if severe accidents will occur with the pipes.
